Transfer resources

APNIC will recognize and register the transfer of Internet resources in accordance with the APNIC transfer, merger, acquisition, and takeover policy.

Transfers that do not meet the requirements of this policy will not be registered by APNIC and will result in the revocation of the resources under the terms of the original account holder agreement and in accordance with relevant resource management policies.

Please note: The summaries below only provide an overview of the policy. Please review the entire policy for more detailed information.

 

The following transfers apply only to IPv4

Between APNIC account holders

APNIC account holders may transfer IPv4 address blocks of /24 or greater between each other at any time.

Both the source and recipient must be current account holders and the range must be administered by APNIC. The recipient must demonstrate the need to receive the address space according to all current APNIC policies.

APNIC will process and record IPv4 address transfer requests and will maintain a public log of all transfers. Transfers are only effective when APNIC gives formal, written approval.

A request to transfer IPv4 resources can be submitted using the forms provided in MyAPNIC (On the "Resources" tab).

Inter-RIR transfers

APNIC Members may be able to transfer IPv4 addresses to or from other regions.

APNIC policies permit the transfer of IPv4 resources to and from account holders in other Regional Internet Registry (RIR) regions. The counterpart RIR must have a suitable Inter-RIR transfer policy that permits transfers to/from the APNIC region.

Transfers of this nature must follow prescribed conditions set out in Section 4 of the APNIC transfer, merger, acquisition and takeover policy.

This policy requires APNIC account holders to meet the Inter-RIR transfer policy requirements of their relevant RIR. At this time no other RIRs have a suitable inter-region transfer policy. Historical resources

Holders of historical IPv4 address space can transfer IPv4 addresses to an APNIC Member account.

In this situation, APNIC does not require any technical review or approval of the resources' current use to approve the transfer.

To transfer resources under this policy, please use the Historical Resource Transfer Form.

The following transfers apply to all APNIC resources

 

Please note: Applications for transfers for the scenarios described below must include an official, legally recognized document, verified by a third party, supporting the reason for the transfer.

Acquisition/merger

Resources registered by APNIC may be transferred to reflect M&A activities.

Transfer requests should be sent to admin@apnic.net by APNIC account Corporate Contacts, or authorized contacts, if the organization is not an APNIC account holder. Where the transfer is by asset acquisition or merger, the acquiring entity must:

  • Hold a current APNIC account agreement (Member or Non-Member) before receiving the transferred resources
  • New account holders will be subject to a one-time-only initial resource application fee

Reorganization

A corporate reorganization occurs where an entity reorganizes its business in such a way that a different part of the business is to be recorded as the custodian of the Internet resources.

Change in control

An entity has a “change in corporate control” where there is a change in control of:

  • More than half the voting rights attached to shares in the entity
  • More than half of the issued shares of the entity (not counting any shares which carry no right to participate beyond a specified amount in the distribution of profit or capital), or
  • More than half of the voting rights of a joint venture arrangement between the entity (or an entity it controls) and a third party.
