How the membership structure works
APNIC's membership structure is divided into seven tiers.
Tiers
These tiers are: Associate, Very Small, Small, Medium, Large, Very Large, and Extra Large.
A new Member requesting Internet resources can start from the 'Associate' tier regardless of how much IP address space it will receive from APNIC.
Tier assessment
Each tier is distinguished by the amount of IPv4 and IPv6 address space associated with the tier. Upon the membership's renewal, a Member's tier is assessed by APNIC. The total amount of IPv4 and IPv6 address space, including Historical and APNIC-allocated address space held under the membership, will determine the new membership tier for the next 12 months.

However, if a Member holds both IPv4 and IPv6 address space, the tier is assessed by comparing the IPv4 and IPv6 address space holdings. The higher tier associated with either the IPv4 or IPv6 holding will be the effective membership tier at the time of renewal.

Members may at any time choose to join a higher membership tier, but may not attempt to select a lower tier than the one determined by their address space holdings.
Assessment for address space
Note: for Members holding both IPv4 and IPv6 address space, the membership tier is assessed separately for each type. The Member's effective membership tier is then assessed as the larger of these.
