What is APNIC’s IPv4 transfer policy?

APNIC current account holders may transfer IPv4 address blocks of /24 or greater between each other at any time.

The addresses must be administered by APNIC. See Section 3 of the APNIC transfer, merger, acquisition, and takeover policy for more detail on the transfer policies at APNIC.

How does the IPv4 transfer work?

The source account needs to initiate the process. The receiving account needs to acknowledge the transfer within 30 days, or the request will be cancelled. Transfer requests are evaluated by APNIC Hostmasters and the approved transferred resources will appear on the transfer log available on the APNIC public website.

How can the transfer request be lodged?

All transfer requests should be lodged via MyAPNIC. Transfer forms are located on the landing page under "Resources" section.

Who should lodge the transfer form, and what form should be used?

The Corporate or technical contacts for the source account should complete the "Transfer into another account" form and those of the recipient account should complete the "Transfer into my account" form.

How long will it take for APNIC to approve my transfer?

APNIC has 1-2 working day turnaround time to respond to resource requests. If APNIC needs to clarify any information with the account contacts, additional iterations will add to the amount of time it takes.

Can a proposed recipient lodge a transfer request while it is still in the process of sourcing the IPv4 addresses?

Yes. APNIC will make a pre-approval request form available in MyAPNIC. Once a recipient has justified a need for the address space, the pre-approval is valid for 12 months. 

Are there any fees associated with the transfer?

No transfer fees are charged to either account at the time of transfer. However, a one-time-only initial resource application may apply.

Is APNIC able to assist with sourcing the address space?

No. APNIC is currently unable to assist with locating available IPv4 addresses for transfer. You may choose to make use of your own channels, ISP operations mailing lists, or the public "apnic-talk" mailing list.

Can APNIC Members use broker services to source available IPv4 addresses?

It is up to APNIC Members to determine what services to engage to obtain other sources of IPv4 address space.

What do I need to be aware of before lodging an IPv4 transfer?

  • Source:

    Once the transfer is completed, you will lose the right to manage the IPv4 addresses. APNIC is not able to revert the transfer back to the source account. The source account can cancel the transfer anytime via MyAPNIC before the receiving account acknowledges the transfer.

    If the receiving account does not acknowledge the transaction in 30 days, the transfer request will be cancelled.

  • Recipient:

    The transfer request is subject to evaluation and approval by APNIC. The recipient account will be asked to provide more information for justification of the transfer. The recipient account will be responsible for the addresses transferred and associated fees when renewing their membership.

Can I transfer resources to/from another region?

APNIC transfer policy permits the registration of transfers to/from other Regional Internet Registries (RIRs). APNIC policy requires that each account holder comply with the transfer policies in place at their respective RIR. At this time, no other RIR has compatible policies that would permit an account holder to transfer resources to/from an account holder in the APNIC region.

What should I do if business merger, acquisition or restructure is involved, or if I need to transfer other resources such as historical IPv4, IPv6, or ASNs?
