During the World Technology Policy Forum 2009, which was organized by the International Telecommunication Union in Lisbon, Portugal, APNIC acknowledged the important role of governments in the adoption of IPv6 and supported the need for an enhanced cooperation model in order to create frameworks and cooperation models that support the efficient deployment of IPv6.

During the afternoon plenary on 22 April, following a number of speeches from high level government ministers expressing views on the most important ICT issues, Germán Valdez, APNIC's Communications Area Manager, spoke on behalf of the RIRs, introducing ITU Member States to the vital role the RIRs play. Around 800 delegates, including government ministers from around the world, are attending the WTPF, discussing issues including Next Generation Networks (NGNs), Internet-related public policy matters, ICTs and the environment, and IPv6 deployment.

In addition to APNIC, ARIN and RIPE NCC were present at the meeting to represent the RIR communities in general.
