1 Introduction

This document describes the requirements and fee schedule for non-member account holders obtaining resources from APNIC.

2 About APNIC non-member accounts

APNIC is a not-for-profit, membership-based organization that provides allocation and registration services which support the operation of the Internet globally. However, APNIC recognizes that some organizations wish to have access to resources from APNIC without becoming full APNIC members. These organizations can apply for resources as APNIC non-member account holders.

3 Fee schedule

APNIC non-member account holders must pay the invoice for services before APNIC can provide services to the non-member account holder. The fees associated with specific types of resource services are detailed below.

3.1 IP addresses

A host address in IPv4 is defined as a /32 and a site address in IPv6 is defined a /48.

The initial fee for an assignment or allocation of IP addresses is AU$1.27 per host or site address, with a minimum fee of AU$10,384. After the first year of the initial assignment or allocation, there is an annual registration fee is AU$0.127 per host or site address, with a minimum fee of AU$1,038.40.

Failure to pay the annual maintenance fee will result in the registration record being removed from the APNIC Whois Database. The address space will then be returned to the APNIC free address pool to be reallocated.

3.2 Autonomous System numbers

The fee for the assignment of an Autonomous System (AS) number is AU$634 per AS number.

After the first year of the initial AS number assignment, there is an annual maintenance fee is AU$63 per AS number.

Failure to pay the annual maintenance fee will result in the registration record being removed from the APNIC Whois Database. The AS number will then be returned to the APNIC free pool to be reassigned.

3.3 Reverse DNS delegations

The fee for a reverse DNS delegation in the in-addr.arpa tree is AU$63 per "natural class boundary" delegation. In CIDR terms, this equates to AU$63 per /24 and /16 delegation. Delegations representing address ranges smaller than /24 cannot be made in the APNIC Whois Database. Address ranges larger than /24 but smaller than a /16 must be represented by multiple /24 reverse DNS delegations.

For example, a /23 address range would be represented by two /24 reverse DNS delegations for a total fee of AU$126. Similarly, address ranges larger than /16 but smaller than a /8 must be represented by multiple /16 reverse DNS delegations.

The price for a reverse DNS delegation in the ip6.arpa tree is AU$63 per boundary delegation.

Examples of nibble boundaries in ipv6 are /36 and / 32. If a network wished to create reverse DNS delegations for a /35 allocation, this would be represented by two /36 reverse DNS delegations for a total fee of AU$126.

There is no annual maintenance fee for reverse DNS delegations; however, APNIC will remove reverse DNS delegations if the delegations refer to persistently lame DNS.

3.4 Annual account fee for historical resource maintenance

There is an annual AU$127 account fee for non-member account holders wishing to have authorization to update historical resource records and create assignment records within historical resource ranges.

4 Eligibility for resources

The following types of resources are available to APNIC non-member account holders:

  • IPv4 and IPv6 addresses
  • Autonomous System (AS) numbers
  • Reverse DNS delegations

To become eligible to receive resources from APNIC, the following steps take place:

Step 1The organization applies for a non-member account.

To apply for a non-member account, contact helpdesk.

Step 2APNIC assigns the organization a non-member account name.
Step 3The organization submits the appropriate resource request form.
Step 4APNIC hostmasters evaluate the resource request.
Step 5If the request is approved, APNIC send the organization the APNIC Non-member Service Agreement and an invoice for the resources.
Step 6The organization pays the invoice, signs the agreement and sends a copy of the signed agreement to APNIC.
Please note that non-member account holders must pay the invoice amount in full and sign and return the APNIC Non-member Service Agreement before they are able to receive any resources.
Step 7APNIC allocates or assigns resources to the organization.

When applying for resources, APNIC non-member account holders are subject to the same criteria as APNIC members. Below are the APNIC policies that document the criteria for APNIC-delegated resources:

5 Maintaining historical resources in the APNIC Whois Database

APNIC non-member account holders may update information about historical resources registered in the APNIC Whois Database.
