Currently in IPv4 sub-allocations must be registered. The intermediate
custodian should be identifiable as the custodian responsible for that
block. Whether or not this is publically registered is a different matter
(since the privacy of customer registrations was accepted at the last
APNIC meeting, it will shortly not be mandatory to have a public
registration) The policy of database registrations in IPv6 is not
substantially different from IPv4.
You are of course, very welcome to propose changes, but I think it is
preferable that changes are applicable to both IPv4 and IPv6.
