 7.1 Use of existing IPv4 infrastructure

LIRs can justify their requested initial allocation size by the number
of their existing IPv4 users as well as the extent of their IPv4 
network infrastructure. However LIRs are still requested to provide
their IPv6-ready equipment information to ensure their plan for IPv6
services.
