Doesn't this mean that although JPNIC does not know the relationship between bandwidth estimation and the number of potential users, it estimates that 30Mbps will hold nearly 500 users and 10Mbps will hold about 250 users. I think this means that JPNIC knows that 30Mbps will hold at least 500 users in 3 months term considering the address allocation process. May I ask a question? Since I am not familiar with cable technology, I thought that cable modems are placed in every head end. I think I saw somewhere that average home passes per head end is 500.
