Thank you for your input. Let me clarify your comments.
As your opinion, the first allocation rule should be
applied also when allocating for new xDSL services.
Is this what you mean?
Furthermore, in such a sense, the first allocation rule
can be applied also when allocating for new PoP.
Do you think if this is true?
