This is Billy with KRNIC of NIDA. It's good to see people's
active participation. I would like to thank the secretariat
and others for invaluable ideas and thoughtful comments.
Here, I also add some comments for NIR issues,
hoping that we can achieve more fruitful results @ APNIC 23.
Currently, most NIRs pay the maximum annual fee of $40,000
and one-off “per address” which can result in very large payments
to APNIC. This NIR fee structure is problematic for both APNIC
and the NIRs themselves, because of the high and unpredictable
allocation fees, and the relatively low annual fees.
To sovle this, it is proposed that members of NIRs would pay
annual fees to APNIC according to the same fee structure
as regular members, but with an overall discount of 50%
in recognition of services provided by the NIR.
And it is also proposed that NIR per-address fees should be abolished.
I generally agree with the principle of the fee proposal v2.3
which is based on # of IP holding. However, it would be difficult
for most NIRs to accept the fee calculation method
which separates NIR and its members.
NIRs and their members relationship is based on the business contract.
That is to say, NIR's members made a contract with NIR, not with APNIC
then, it doesn't make sense to apply APNIC membership fee structure on NIR's members. Besides that, most NIRs have their own good business
relationship and fee structure with their members for a long time.
I think it might cause another problem if we go too much without any
good understanding for each NIR's situation.
