RE: [Wg-apnic-fees] APNIC membership fee structure proposal

Thanks for your messages.

I think some members cannot discuss without following informations.
How much money does APNIC need to some new activities?
Please tell us the budget ahead for about two or three years.
After that, we can judge the validity of 10%-15% increase.

APNIC budget and activity planning is an annual process overseen by the EC, so this information is not yet available. In any case the revision of the fee structure will take some time to implement (no earlier than 2008) and the benefit of any revenue increases will then not be fully felt for one year, that is, until 2009. Between now and then many factors will influence activities and priorities, not least the next APNIC member survey which will be launched soon.

Since APNIC's membership fee structure was established, APNIC expenditure has been limited by available funds, with EC oversight of the budget and capital reserve (which must be maintained at the level of 1 year's operating expenses). While there has been no increase in fee structure levels during this time, and there has been no adjustment for inflation, activities have increased through economies of scale, and a range of efficiencies.

For the past 4 years, APNIC has operated on a balanced budget which has produced little or no surplus. However with increasing operational costs this situation is beginning to limit our flexibility and ability to respond to new demands and circumstances. Among these in recent years has been the advent of WSIS and the need for greatly increased international liaison and communications activities. In future we expect substantial costs associated with the certification of Internet resources, and with process engineering, security and quality assurance.

As Director General I am confident that we can meet forseeable future needs on the basis of the proposed adjustment in fee levels, and an assumption of ongoing growth in APNIC's membership.

I believe that proposal make mention of increasing revenue and correcting
fairness.

If APNIC cannot show grounds concerning revenue growth,
it is necessary to change proposal that focus correcting fairness.

If APNIC focus correcting fairness,
APNIC will change proposal that the annual membership fee decrease 10-15%
across the board. How do the APNIC staffs think?
