I'm Thu Thuy from VNNIC. However, my comment here should not be considerd 
VNNIC's comment. It's merely my own opinion as a Internet end-user in 
Vietnam.

I think APNIC, ARIN..., and other Internet management organisations always 
have to do their best to find out the way in which we have the balance in 
many aspects: both ensuring organisations' operational activities and 
services and greatly supporting Internet activities.

For the new fee structrure proposed, I have some comments:

-    It's very good that the new fee structure support small LIR a lot. We 
can see in the mailing list some immediately supporting comments from small 
LIR. I'm sure that after new fee structure take into effect, APNIC's member 
account will increase significantly.

-    However, the rate of fee raise for large members is too high when APNIC's 
have the same model for both small and large members (fee is doubled with 
each additional 2bits).

As we know, IP addresses is absolutely not the field with which large ISPs 
can make benefit. They must not sell IP addresses but assign/allocate to 
their customer following customer's real need. If large ISPs have to bear 
too high cost for IP addresses, they may limit IP address amount for 
customer or transfer the fee to customers. That's not supportive for 
Internet activites, especially in such a country that Internet still in the 
first development period like Vietnam, my country.

-    For the reason of supporting APNIC's activities (as rationale in the 
proposal). It will not be complete if merely we change the fee structure 
only. Other solutions should be consider also, such as the ability to reduce 
a bit the cost of activities while still maintain its efficiency and 
quality.

-    For APNIC's budget calculation, I think APNIC should not completely 
base on present member quantity. The number of APNIC's member will increase 
next year, next two year and as mention above, i'm sure it will increase 
significantly when new fee structure come into effect.

Thanks Andy and others who are following this discussion.

I should mention that all comments and concerns will be noted and
summarised during the discussion at the meeting in Taiwan.   I will not
reply unless there are specific questions or clarifications required.

In this case I can confirm that the proposal makes no change to the current
"IP application fee", which was introduced to replace the "account startup
fee" that was previously charged to all new members at time of joining.
However such a change could be incorporated into a final proposal before it
is finally put to a vote.
