I think IP assignments could be promoted more - similar to ARIN: http://www.arin.net/registration/guidelines/ipv4_assignment.html . I know a few companies that got /21 allocations and only use /22 at the most. And I like the fee structure used by ARIN: http://www.arin.net/billing/fee_schedule.html#ipv4_assign - it's $1250 initial registration fee for up to /20 and then a mere $100 per year maintenance. There are legitimate small companies that need their own Ips for business development.
