I think that APNIC should seriously take "immediate" decision on revising the Fee Structure, taking into consideration that there are thousands of Small and very Small Organizations & ISPs, who are regularly visiting APNICs website to see if there is any change in the FEE Structure and keep eagerly waiting for the same to get revised.

Such high fee structures have always discouraged smaller organizations to have their own IP addresses and in India there are many people who rely on their "bigger" ISPs (to whom the the annual cost per IP is already very cheap) to provide them with the IPs..

1. FEES IS UNFAIR : The Fees seems absolutely fair and affordable for bigger ISPs and organizations. But an entry of $2500+ is unfair and unaffordable to smaller organizations and Category "C" (India) ISPs. 2. LESS APNIC MEMBERS : Due to high fees, not too many people enrol as Member. With high volume of membership getting enrolment, APNIC would definitely get higher revenues. Also higher "Cost per IP". 3. IPs GETTING WASTED : Larger Organizations would at all times acquire huge IP Space and their further allocation is very less. That means that the IPs which would not get wasted by large volume of low cost memberships, are being seriously wasted. For a policy making, technically & theoratically, I think APNIC should promote - making the members "BELIEVE in SAYING" :- "My IP resources are limited" rather than "I have lot of IPs". 4. I DONT WANT TO USE MY ISPs IP : Because, I want IPs under My Name; because I want to run my BGP for better network / internet service for my organization; because My ISP doesnt allow me to advertise "his IPs" my way; etc.etc.etc. "I want IPs but they are too expensive for me"

1st Jan 2008 would be too far for any organization who are waiting for the APNIC fees to get revision and the number of organizations awaiting such revision is I am sure much larger than the current members of APNIC.

Thanks Andy and others who are following this discussion.

I should mention that all comments and concerns will be noted and summarised during the discussion at the meeting in Taiwan. I will not reply unless there are specific questions or clarifications required.

In this case I can confirm that the proposal makes no change to the current "IP application fee", which was introduced to replace the "account startup fee" that was previously charged to all new members at time of joining. However such a change could be incorporated into a final proposal before it is finally put to a vote.

IP addresses should be allocated on the basis of documented technical
requirements with a charging regime that covers APNIC's costs. I've had
dealings with a number of organisations in NZ and elsewhere who decide
not to become members because of this fee. That means that APNIC loses
out on their recurrent annual fees and they end up acquiring IP address
space that isn't registered in their names and which doesn't end up in
the RPSL database etc.
