I'm comfortable with this structure. I'd like to reiterate my call for a review of the "IP resource application fee of US$2,500" that I posted earlier. If I'm applying for a /24 under the new scheme, then an fee in the first year of $2850 seems like a large financial hurdle to overcome. If that $2500 fee is there as a deterrent to discourage people from applying for address space then let's call it that rather than mask it as a fee to cover administrative costs of a first application. IP addresses should be allocated on the basis of documented technical requirements with a charging regime that covers APNIC's costs. I've had dealings with a number of organisations in NZ and elsewhere who decide not to become members because of this fee. That means that APNIC loses out on their recurrent annual fees and they end up acquiring IP address space that isn't registered in their names and which doesn't end up in the RPSL database etc.
