hi terry,
i can not find prop-37 in the proposal archive, either

or

so i can not be sure what the proposal was/is.
but if this was the proposal to eliminate email registration, my
impression was that the proposal was rejected by the membership, not
that it was turned over to apnic ops as an operational matter. this
would be, of course, because it seriously affects member interaction
with apnic.
note that all the other rirs have crypto signed email as a major interface.
