[sig-policy] Ver. 2 of the proposal "IPv4 countdown policy proposal"

Dear SIG members

Yesterday, version two of the proposal "IPv4 countdown policy proposal"
was submitted for review. Following discussions after the submission,
the proposal authors are making a few minor edits to the proposal.

The edits should be completed soon and the proposal should
be posted to the Policy SIG mailing list for community review by the
end of Wednesday 8 August.
