This proposal was presented at the APNIC 23 Policy SIG but failed to
reach consensus as opinion was divided on the issue. Therefore, we are
returning the proposal to the Resource management system working group
mailing list for further discussion. Those who wish to discuss on this
topic please subscribe and discuss it in the WG mailing list.
