Dear Colleagues,

The extended comment period for the proposal,  [prop-039-v002]
"A proposal to improve reachability of new IANA blocks", has now ended.

We would like to conclude that there is no clear consensus for the
proposal [proposal-039-v002].

Summary of final comment period discussion
------------------------------------------
The final comment period for the proposal ended on 1 December 2006.
During the comment period, there was no comment in favour and 5 comments
against the proposal.

Neither the proposer nor the supporters of this proposal have
responded the comments made in the mailing list.

Major comments made on the list were:

 + This proposal duplicates existing efforts and won't do anything to
   fix the current problem.

 + This is more about education than spending members' money.

Side Note:
----------
The proposal's goal was to solve the problem of routing allocations
from new /8s allocated by IANA. Although there was opposition to
the specific solution in this proposal, there was an understanding
by those who commented on the mailing list that this is a problem
that needs to be tackled. Randy Bush showed his intention to propose
to tackle this.
