[sig-policy] End of comment period: [prop-038-v001] Amending APNIC's lame DNS reverse delegation policy

The eight-week final comment period for the proposal, [prop-038-v001]
"Amending APNIC's lame DNS reverse delegation policy", has now ended.
During the comment period, there were no objections to the proposal.
Therefore I formally request the APNIC Executive Council to endorse
this proposal.
