Out of the 990+ LIR members of APNIC, only one of these has emailed the
sig-policy mailing list supporting this proposal, while 4 times that
number have objected to the proposal.

I don't think this satisfies any definition of consensus that you choose
to adopt.

I would suggest that the referee (Izumi-san) has made a decision, and
that APNIC members (LIR and NIR) respect that decision and work towards
implementing a revised fee structure that has been mentioned previously.
