All,

I have added one sentence each to 4.1 and 4.2 (in policy section) to reflect
comments on HD ratios and IPv6, which are consistent with current APNIC
policies. This is to diffuse any concerns as it pertains to HD ratios, this
has no impact on the policy as earlier noted.
