The ARIN policy includes a mention of 30 days to let postal mail be received by the registrant. Unlike E-mail and the phone which give us feed back, postal mail does not guarantee an '[n]ack.'

As far as timing of the ARIN tests, there's no set schedule yet as we are still in the learning phase of what is needed. Our first run is only identifying the servers that are lame (per the original definition of lame). Even that is tricky - in testing with UDP, what is one time unresponsive is later answering lame.

We will need to do better on timing - first to handle the congestion control issues of dropping queries on our end/responses as they come back through our low capacity lines (T-1's). Eventually we do want to expand to capture unreachable servers and then unreachable zones.
