Job Description and qualifications:
SUMMARY PURPOSE OF JOB:
Phase 1: February - September 2004
1. To lead the implementation of OKN software in partner organisations
located in India and three African sub-regions (East, West and Southern).
2. To establish an OKN technical support facility and Syndication Centre in
India.
Phase 2: October 2004 - September 2005
1. To lead the maintenance and update of OKN software in response to User
Requirements defined in liaison with OKN partner organisations.
2. To manage the OKN technical support facility and Syndication Centre.
REPORTING TO:
Phase 1: Ken Kitson, OKN Software Architect
Phase 2: OWSA Centre Director, Basheerhamad Shadrach
AREAS OF RESPONSIBILITY:
1. Gather and Collate User Requirements
Gather user requirements from user groups in East Africa, West Africa and
India, received via e-mail, workshops, evaluation surveys etc.
Maintain a centralised wish-list of desirable features.
2. Programme manage the development, testing and implementation of the OKN
Pilots and Production Release (including OKN Mobile work).
Produce and maintain the technical project plan, which defines the full
technical life-cycle of OKN deliveries. This will document the duration of,
and resources required for: requirements gathering, requirements
specification, estimation, development, testing, hardware acquisition,
documentation, technical training and implementation phases.
The tasks included will include those undertaken by OWIL, Naturesoft and
third party suppliers such as MobilePlanet in Kenya, and any external
consultants involved.
Track actual effort used and delivery dates as project progresses and
provide status reports to OKN Management.
3. Oversee OKN Acceptance Testing
Coordinate set-up of an acceptance test network in Africa, Asia and London.
Review OKN acceptance test plans.
Oversee and/or perform installation of software on Acceptance test network
Perform acceptance testing of Naturesoft software releases, raising Fault
Requests.
4. Oversee OKN Operational Running
Monitor the operational reports produced by users and Naturesoft concerning
the operational status of the OKN systems. Provide summary reports for OKN
management.
Liase with users and log faults found in Operational Systems in the
Naturesoft RT system and track resolution of these faults, liasing with OKN
users.
Oversee delivery, documentation and implementation of 'bug fix' releases
onto OKN systems.
5. OKN Syndication centre
Determine with the OWSA CD the most appropriate means to supply a
syndication service to OKN based in India
Set up the necessary physical, administrative and staffing arrangements to
provide the agreed service
Manage the delivery of the service, which will include:
syndication of OKN content to other web sites
arranging content feeds into OKN (e.g. FAO, WHO)
providing OKN 'face' to Internet - search, global web site
responsibility for relevant network policies (such as security, interface
standards etc.)
ESSENTIAL EXPERIENCE AND SKILLS
1. Successful technical project management of medium-large scale technical
projects (budgets of around 100K p.a.).
2. A good technical understanding of Linux, Windows, XML, Internet
protocols, web content management, and database systems
3. Experience of working in a multi-disciplinary, multinational team spread
over multiple locations
4. Use of project management tools e.g. Microsoft Project
5. Good verbal and written communication skills
6. Commitment to working under open source principles
DESIRABLE EXPERIENCE AND SKILLS
Hands-on experience of administering and using Linux systems
Experience managing out-sourced development and external software suppliers.
Understanding of the potential of information and communication technologies
for development.
Understanding of the implications of implementing systems for use in the
South.
CONTRACT
In the first instance this will be a twenty-month contract. Secondments and
sabbaticals welcome.
SALARY:
OneWorld International is a non-profit organisation. Within the context of
the Open Knowledge Network project and OneWorld's values, we aim to pay an
appropriate salary for an exceptional individual.
LOCATION
The Technical Project Manager will need to spend the majority of her/his
time working between OneWorld International in London, OneWorld South Asia
in New Delhi and with the software supplier in Chennai. There will also be a
requirement to travel in Africa, working with technical specialists
supporting OKN activities. The base location will in India, although the
precise location will be determined on appointment.
