Description: 	This 2003 report was prepared by Philippa Biggs with 
support from the United Nations Conference on Trade and Development 
(UNCTAD). The document presents results of the review and evaluation 
of existing ICT development indices from different sources, including 
academia, the private sector and international organizations. It 
presents sections such as theoretical framework and literature 
review, ICT indicators and index methodology, discussion of results, 
digital divide, conclusions and the way forward. The report presents 
ICT indices of a cross-country study among 160–200 countries between 
1995–2001. The methodology has been formulated with a view to 
measuring ICT diffusion, including indicators for connectivity, 
access, usage and policy.
