Description: 	The ICT for development discussion concentrates on the 
manner in which the technology can be used to advance human 
development goals, as illustrated by a large number of experiments 
under way in India. This wrongly presumes, argue C. P. Chandrasekhar 
and Jayati Ghosh, that the pace and nature of diffusion of the 
technology would not be a constraint on its application for 
development purposes.
