The message below looks interesting but there is also other part of the
story.

Pioneer Online is an ISP with these kind of strategies right from the day
one. Nevertheless they have been successful in implementing these things in
a long run. Also, these strategies kill the market in the region and
discourages other companies for investments into the technology and also
more than anything, customer lands into big confusion. I think the
regulators must put a minimum slab in defining the prices by these companies
such that the market is healthy and one can always win the customer with
their value added services and quality of service. Basically the current
price in the region is Rs. 4.70 per minute to USA / UK / Singapore etc., and
even in grey market it is sold at Rs. 2.50 by companies like Delta three,
Nettelephone, Go2call, Dial pad etc.,

So, if some one is trying to hit that low, it is nothing but a discouraging
and standing out of the business community and trying to prove themselves
smart !!
