For info about the evolution of net infrastructure, access, and
contact data for providers, etc. check out:

Information is organized on a regional, and per-country, basis. It's a
distributed database (mySQL + java webserver) that various net engineers
and sysadmins in the respective countries help to maintain. So data is
more detailed for some countries than others.
