Dear Peter,
the UN WSIS said the USA governed the Internet.

Precisely. That is why I mentioned UN, which is, in theory, a politically neutral body working for everyone's good. Another source could be e.g. an Internet Charity
Fund or a Red Cross.
I guess the fundamental question is whether IP addresses are for sale or not. If they are not, than there is a need for a "neutral" funding to preserve the network
neutrality. As long as IP addresses are sold deep pockets get an advantage.

a question could be what is different between a telephone number and IP number?

I was not aware that anyone ran a distributed network?
May be the problems come from this confusion?
