While we're at it an anti-gravity machine would be handy as well. :-)Part of the strength of inter-domain routing from a business perspective is the concept of the protocol as a 'black box" router - where an AS takes in inputs, performs form local operation with rules and policies that are not visible to the broader universe of onlookers, and then advertises the outcomes to its peers. This very autonomy is what makes the concept of "enforceability of routing rules" a foreign concept in this realm.
