  And this is one reason why a very liberal allocation and assignment policy
that meets the needs or desires of the most liberal necessities or desires is
far
better than trying to develop a policy that is directed to any region or
regions independently.  We live in a global economy more an more
every day that passes, whether we like that or not...

Your suggestion here Marcelo would set one region off against another
sooner or later.  Hence one reason why such a suggestion is ill advised.
