I think we fully agree ,
It has been mentioned here in this list and some other places that the
current policy as stated (atually it does not mention the word intetion but
the word plan to make 200 /48 )causes that lirs don't apply becuase they
feel that they don't qualify (at least some feel that way)
The lacnic policy proposal is an attempt to overcome this issue, requiring a
condition not based on the adoption of IPv6 but rather on the efforts made
by the requesting lir to provide IPv6 services.
