As has been noted, the current policy is not clear. This makes things difficult for both those requesting address space and those evaluating requests. There are no clear criteria for approving requests for a closed use network. Consequently, decisions on requests for address space for private networks tend to be made on a case-by-case basis. We have not had many requests for space for closed networks. This is no doubt partly because the policy text can be interpreted to mean that such requests are not justified.

This is certainly not ideal and we would support a change to the policy text that clarified its meaning.
