I'd have to check the text to answer that to the point, but there certainly is/was a general mindset when the policy was developed that address blocks should only be available for use on the "global Internet". Your definition of "global Internet" might vary ;-) And this general mindset keeps popping up again and again when people try to devise "automatic" mechanisms to detect victims for resource reclamation. And by cluelessly looking at the "global" routing table this would certainly be a case for pointing fingers at them, and claiming that they didn't start deployment of IPv6 :-) Wilfried.
