[GLOBAL-V6] Consensus in the RIPE community

Following this week's RIPE meeting in Amsterdam, I am pleased to report that
consensus was achieved on the current version of the draft global IPv6
allocation policy (global-ipv6-assign-2002-04-11.txt).

While there are still some reservations about certain aspects of the current
document, nothing was seen as a show-stopper to adopting this as an interim
policy so that as experience is gained, a future policy may evolve.
