Yes, those are meant to be the same "organization".
"a requesting organization" means an organization making a
request to have an allocation from its respective RIR/NIR and
being generally LIR/ISPs.
However, the global editorial team is now in the process of the
new version of draft which takes into acount of discussion on
this ML, at APNIC meeting and at ARIN, and with some polishing
works on wordings.
Please take a look it.
