[GLOBAL-V6] Some clarification needed.



In the document "global-ipv6-assign-2001-12-22.txt", section 5.2.1, says
"A requesting organization can receive an initial allocation by
   demonstrating that it has an immediate (i.e., within next three
   months) requirement for at least a /36 prefix."

Section 5.2.2 says
"A requesting organization satisfying the initial allocation criteria
   can receive an initial allocation of the minimum /32 address block."
---What does organization mean over here ? Does it mean an ISP/LIR or any organization.?

But in section 5.3, it says
"An organization (ISP/LIR) that has already received an address block
   from an RIR/NIR may receive a subsequent allocation in accordance
   with the following policies."
---Does organization mean the same over here as it was specified in section 5.2.2 and 5.2.1 ?

This creates some kind of confusion, what exactly is meant by organization at those places. Either there should be a definition of  "organization" or if the organization means ISP/LIR, then it would be better to use the ISP/LIR than anything else.
