Well, since I brought that up, I didn't mean in particular AOL but
was more interested in the general question.  And I agree with your
stated position.  Namely, that this is an issue that needs to be
addressed, but not in this document and not at this immediate time.
Any hope in clarifying or defining when end sites (whatever that
exactly means) can get direct allocation has a potential for creating
a premature mess.
