Note: the wording we came up with at the ARIN meeting was along the lines of: Renewals will be automatic so long as the requesting organization is making a good faith effort at carrying out the requirements under which it obtained an allocation. I.e., in most cases, renewals will be automatic. But, RIRs need to be able to reserve the right to not renew, in those cases where there is lack of good faith.
