This is similar to the definiton that Arano-san and I tried to bring
into the new policy document, to define "what is an LIR".
I do think, though, that you cannot make a LIR provider-independent, and
this should not be "PI" - we *want* aggregated routing, otherwise the
routing system *will* break.

I agree, as those are not necessarily the same organization/people. In
many cases there is overlap, though, and do think this is useful - after
all, the ISP knows his customer's network, so he should be the one
to decide upon a network request (and to aggregate it).
