LACNIC is on the good path, i hear... AFRINIC will also be one day,

I really dont have this notion, and its the first time i hear about NIRs.
I guess the LIR i manage some time ago was a kind of NIR, but the exact
definition was: last-resort internet registry.
The special way of not having NIRs is that governments are not involved in
address assignments... this is different than DNS ccTLD delegations, and
in some ways is seen as a *great* advantage!

In Europe, as of my knowledge LIRs only assing PA space and the RIR
(RIPE/NCC) is the only entity to assign PI space?.

City authorities dont (need to) know BGP...

Im afraid this is the current model in Europe... and it seems it has been
working fine.
