Code: at least in USAGI, can't say from the top of my head whether it's
in KAME or MSR as well.

Docs: draft-ietf-ipv6-default-addr-select-07

(not yet RFC, but so is a fair number of other things related to IPv6 - if 
we wait for everything to be perfectly standardized, IPv6 will be OSI-2)
