The draft document has the following words relating to utilization:

The rest of the document only talks about numbers of /48s assigned,
not hosts within those /48s. For example:

>    terms of the number of sites in units of /48 assignments.  The HD-

Are you saying that this sort of utilization is "not useful"? If so,
what do you propose measuring instead?
