Actually, this is not correct.
Anybody can still become LIR in RIPE land.
They just will not get a /20 IPv4 block, unless they prove their need for
it - and *this* was done to help conservation, and avoid /20 wastage on
people that do not really need that much space.
(The risk of "half a million students" becoming a LIR is pretty much zero,
as the startup fees are too high for your average student).

According to current policies, 6NET will not be able to get an IPv6
allocation. Doesn't sound useful to me.
