It won't work at all (unless we completely re-write the basic rules!)
because all IP address applications submitted to the RIR (at least to
the RIPE NCC) are treated as *confidential* (by the RIPE NCC). And for
good reasons, I might add.
The only amount of sharing that _is_ done, and _only_ for v6 applications,
is *between* the RIRs.
