What we may need is an open process: every application (or parts of it),
in addition to "LIR" rule, will be subject to 1-2 weeks of public
evaluation.
Add a note about being "A significant ISP" to the rules. Note: you can
never define this exactly, but everyone should know whether they are or
not. Add a public appeals process if need be.
If enough people cry out, "they're not an ISP!" when reading the
evaluation, not give them block. Application is renewable once a year.
I'll be very happy to shoot down Microsoft, Compaq, IBM, Nokia or whatnot.
