The RIPE community was not able to find any criteria based on IPv6 
address or /48 usage that found consensus.

The current proposal is our suggestion, which did find consensus in
the RIPE working group meeting.

If you don't like it, propose a third variant, but do it quickly, as
people (especially in the APNIC region) really want to go on with IPv6,
instead of just discussing policy year after year.  This seems to be
different in the ARIN region - no big interest in IPv6 so far, but big 
concerns about it.
