Jefferson Rebuffed - The United States and the Future
of Internet Governance by Viktor Mayer-Schoenberger
and Malte Ziewitz
In Part I we briefly recount the current structure of
naming and numbering governance on the Internet
through ICANN. In Part II we describe the main
elements of the European proposal. Part III analyzes
why and to what extent the proposal would have enabled
a unique ?constitutional moment? for Internet
governance. Part IV explores why the proposal failed
to persuade the United States government despite its
own constitutional history. Examining four sets of
potential reasons ? federalism, individual rights,
public choice, and international law ? we find that a
combination of differently aligned economic interests
and a reluctance to delegate even self-constrained
power to an international regime explains why 2005
will not be remembered as the Internet?s 1789.

Domain Tasting Target of US Federal Cybersquatting
Lawsuit By Ram Mohan
So Domain Tasting, where registrants (who may also be
registrars) taste names and keep only those that have
economic value, is now the target of a federal
cybersquatting lawsuit, brought about by lawyers for
major brand name retailers Neiman Marcus and Bergdorf
Goodman against major domain name registrar Dotster.
This Dotster lawsuit involves allegations of
cybersquatting by registrars who use the Create Grace
Period, which is mandated by ICANN for global
registries.

It was all the buzz in official Ottawa yesterday -- a
hilarious political whodunit in this age of websites,
platforms and templates. Overnight, someone built a
website spoofing Liberal leadership candidate Joe
Volpe and his acceptance of thousands of dollars in
campaign donations from children, including the
11-year-old twins of a former vice-president of a
generic drug company.

ICANN announces formalisation of relationship with
German ccTLD manager (news release)
ICANN announced that it has signed and exchanged
letters with German Country Code Top-Level Domain
(ccTLD) manager DENIC. This marks the mutual
recognition of ICANN and DENIC, the registry
responsible for the German ccTLD .de ? the world's
largest ccTLD. The exchange of letters goes back to
the Accountability Framework program announced by
ICANN in February.

CENTR, the Council of European National Top Level
Domain Registries held its 30th General Assembly
General Assembly in Madrid on 25th & 26th May, hosted
by the Spanish registry, RED.ES. There were 42
participants at the meeting representing 24
registries. One of the highlights was announcing CENTR
now has 50 members.

The Spirit of Frankfurt
The first preparatory meeting for building a European
Regional At-Large Organisation (EURALO) took place in
Frankfurt on Sunday 28 May. About 20 civil society

Company appeals decision on porn domain
The battle over a virtual red-light district is
entering another round. Although the Internet's key
oversight agency rejected a proposal to create a
