Christmas
The Chinese government last week began closing down
Web sites whose owners had not registered their
personal information with the Ministry of Information
Industry (MII), government officials said.

Spammers bombard new targets
Spammers appear to have found a new target of choice
for 2006--bombarding Internet message boards with
unprecedented ferocity. The amount of message board
spam has been escalating dramatically since mid-2005,
according to experts and a search of Google shows a
number of frequently recurring domains are appearing
in bogus comments on message boards all over the
Internet.

First Consultations on Establishment of Internet
Governance Forum
At the second phase of WSIS in Tunis, the Tunis Agenda
for the Information Society called for the
establishment of an Internet Governance Forum (IGF) in
paragraphs 72 - 79. The first meeting of the IGF will
take place in Greece in 2006. The first consultations
on the convening of the IGF will take place in Geneva,
Switzerland on 16 and 17 February 2006.

Mr. Nitin Desai, the Secretary-General's Special
Advisor for the WSIS will hold consultations on the
convening of the IGF in Geneva on 16-17 February. All

will take place in Room XVIII in the Palais des

participation has been accepted by WSIS as the
founding principle for establishing which will

include, but are not restricted to, the UNSG process
for enhanced cooperation (Tunis Agenda Para 71), the
Internet Governance Forum (Tunis Agenda, paragraph
72), and in the activities involved related to
