Registrars Approve Fee Structure in Fiscal Year
2004–05 Budget
As of this date, ICANN has received the requisite
two-thirds vote from registrars approving the
registrar fee structure defined in the fiscal year
2004–05 ICANN budget. As described in the Registrar
Accreditation Agreement, the vote percentage was
calculated by projecting fees paid by each registrar
for the upcoming fiscal year and weighting the
individual votes by those fees. The fee structure will
become effective 1 November 2004. The fees are defined
in the current version of the adopted ICANN budget for
fiscal year 2004–2005:

YOU never expect Coke and Pepsi to be on the same
side, but that's what happened when they had a common
enemy in William S. Purdy, an abortion activist in the

registered Internet domain names such as
drinkcoke.org, mycoca-cola.com, mymcdonalds.com,
mypepsi.org, and my-washingtonpost.com.

More happenings at WTSA
James Seng's personal notes from WTSA - WTSA is the
meeting to layout workplans for ITU-T for the next
four years. So even though ITU-T is supposing a
technical group in ITU, the issues discussed here are
more politically, like elections of chairs for various
SGs, telco issues like callback and also several
Internet issues.

Advocating Ratio Model for Deleting Domains
To date, end-users (of all levels of technical
ability) who are trying to find a good domain name to
establish an online identity have been endlessly
frustrated by the lack of a method to fairly
re-allocate "used" domain names. A full resolution to
that problem is a separate (and much bigger)
discussion.

An Open Letter to NTIA, ICANN, and IANA
I am writing this note in order to express my concern
about an impending change in the root of the Domain
Name System (DNS) and two of the largest Top Level
Domains (TLDs). I am concerned that there is a risk of
disruption to the net that has not been adequately
evaluated and I am concerned that this change is being
deployed without adequate monitoring or safeguards.

Kenwood, to be an Internet legend who jets across
continents to settle controversies and establish
policies surrounding Internet names.

us: Van Hollen Is Caught Off Guard; Name Is Used by
Foe's Web Sites
The GOP candidate for Congress from Maryland's 8th
District says it was an opportunity he couldn't let
pass. But incumbent Rep. Chris Van Hollen said Charles
R. Floyd's Web sites represent "a new low for politics
in this area." Repeating a tactic he used against his
Republican primary opponent this year, Floyd bought
three Internet domain names with Van Hollen's name and
turned them into Web sites carrying unflattering
comments about the freshman congressman's record.

ITU debattiert über Internet-Regulierung und Spam
Beim World Telecommunication Standardization Assembly
(WTSA 04), der alle vier Jahre veranstalteten
Konferenz zur Fortschreibung der
Standardisierungsarbeit der International
Telecommunication Union (ITU), stehen
"Internet-Themen" prominent auf der Agenda. Beobachter
berichten von Vorschlägen, der ITU eine gewichtigere
Rolle bei der Aufsicht über die
Länderdomain-Registries (ccTLDs) zu geben. Beim Thema
Spam wird offenbar erwogen, mit der Konkurrenz
Internet Engineering Task Force (IETF) zu kooperieren
und bilaterale Abkommen im Anti-Spam-Kampf zu einem
Modell für einen multilateralen Vertrag für die
ITU-Mitgliedsstaaten zu machen. Noch bis Donnerstag
diskutieren die Vertreter der 180 Mitgliedsländer im
brasilianischen Florianopolis.

ICANN-Nominierungskomitee: Politisch korrekte Wahl
Das Nominierungskomitee der Internet-Verwaltung
Internet Corporation for Assigned Names and Numbers
(ICANN) hat die von ihm in den ICANN-Vorstand und
weitere ICANN-Gremien berufenen Kandidaten
vorgestellt. TCP/IP-Mitentwickler Vint Cerf, derzeit
auch ICANN-Präsident, führt die Riege der insgesamt
drei neuen Vorstandskollegen an. Cerf wurde 1999 auf
Vorschlag der Internet Engineering Task Force (IETF)
von der so genannten Protocol Supporting Organisation
in den Vorstand entsandt. Weil diese aber der
ICANN-Reform zum Opfer gefallen ist, sicherte nun
erneut das Nominierungskomitee den Sitz des
Präsidenten bis 2007.

Pfändung von Domain ist rechtens
Gläubiger können nach einer Entscheidung des
Landgerichts (LG) Mönchengladbach (Az. 5 T 445/04)
Internet-Adressen ihrer zahlungsunfähigen
Vertragspartner pfänden und anschließend in
Online-Domain-Auktionshäusern wie etwa sedo.de
versteigern lassen. Der Kuckuck ist jedoch dann
verboten, wenn der Inhaber die Domain zwingend für
seinen Job benötigt.
